The useful approach is to start with the work that must actually be completed and the time window available, then size the crew around those constraints.

Crew sizing must distinguish road crew tasks from work requiring specialist technicians. Handling staff do not replace sound, lighting, video, structure or power technicians when specific technical skills are required.
